55-year-old charged after Richmond man hit, killed by dump truck while in crosswalk

RICHMOND, Va. (WRIC) -- A 55-year-old man has been charged after a Richmond man was hit and killed by a dump truck while in a crosswalk in early January.

Just before 1:45 p.m. on Tuesday, Jan. 6, officers with the Richmond Police Department were called to the intersection of West Leigh and North Harrison streets for a report of a pedestrian being hit by a privately-owned dump truck.

When they arrived, officers found the pedestrian, 64-year-old Donald Jaciuk, of Richmond, down and unresponsive in the roadway. Jaciuk was taken to a local hospital, where he later died.

According to police, investigators have determined that Jaciuk was crossing West Leigh Street northbound in the crosswalk with a walk signal when the driver of the dump truck -- identified as 55-year-old Thomas Clements, of Henrico County -- turned left from North Harrison Street onto West Leigh Street and hit him.

After an indictment by a grand jury this week, Clements surrendered without incident at the Richmond Justice Center on Thursday, March 5, according to police.

According to the Richmond Justice Center, Clements was released on his own recognizance. He has been charged with failure to stop for a pedestrian who later died.

Jaciuk's death marked the third pedestrian to be killed in the city in less than two weeks, though there have been 11 pedestrian deaths in Chesterfield and Henrico counties, along with the city of Richmond, from Dec. 17 to Feb. 16. Seven of those happened in Richmond over those two months.
