Goochland Supervisors approve amended Technology Overlay District
GOOCHLAND, Va. (WRIC) -- In the early morning hours on Friday, the Goochland Board of Supervisors voted 4-1 to support an amended Technology Overlay District (T.O.D.) designed to attract high-tech businesses to the county.
After hours of public comment at the meeting that began in the evening on Thursday, Nov. 6, the board voted to support the T.O.D. in the early hours on Friday, Nov. 7, but amended the plans by setting a limit on generator noise emissions.
"Have you already sold us out and just neglected to inform us that we were for sale?" one resident said.
"Everybody is against these proposals," another added. "You should listen."

The highly contested T.O.D. is found up and down the VA 288 corridor in the eastern part of the county.
Elected officials say it's necessary to attract high-tech ventures -- like data centers -- for what's described as much-needed diversification of tax revenue, according to the county.
Saying it would hurt property values and that environmental and noise emissions were not considered, many residents have opposed the project since it was introduced in the summer of 2025.
