Hull Street to undergo six-phase reconstruction project in Richmond
RICHMOND, Va. (WRIC) -- Portions of Hull Street in the city of Richmond will be closed during a six-phase reconstruction project beginning in March.
Richmond's Department of Public Works (DPW) announced in a press release on Tuesday, Feb. 17, that portions of Hull Street will be closed as the city begins its reconstruction project between Cowardin Avenue and Belt Boulevard starting March 16.
The project is set to provide comprehensive rehabilitation and resurfacing improvements on one of the oldest sections of Hull Street to create safer driving conditions for the community's residents.
Crews will work to level and rebuild entire sections of Hull Street to correct uneven pavement heights that have increased over time, which have affected the drainage and traffic in the area.
“As one of the city’s key corridors, Hull Street plays an important role in connecting residents, neighborhoods, and businesses,” Mayor Danny Avula said in a release. “By improving this corridor, we are improving safety, enhancing quality of life and strengthening economic opportunity for everyone who travels this roadway. It also advances our Vision Zero commitment by prioritizing a safer design and striving to eliminate traffic fatalities and serious injuries as we build a stronger, more connected community.”
If the weather permits, construction will begin on March 16 and is expected to be completed in three to four months.
The project is divided into six phases, with each one building on top of the previous phase until completion.
The areas of the phases are listed below:
- Phase 1: Cowardin Avenue to W. 21st Street
- Phase 2: W. 21st Street to Clopton Street
- Phase 3: Clopton Street to Tynick Street
- Phase 4: Tynick Street to E. Broad Rock Boulevard
- Phase 5: E. Broad Rock Boulevard to E. 34th Street
- Phase 6: E. 34th Street to Belt Boulevard
While reconstruction efforts are ongoing, each section of the road will be fully closed to traffic to protect crews while they work. Residents will have to access businesses through side streets when the streets are closed.
This project will be completed in phases to allow crews to work efficiently while decreasing the area of disruption.
There will be notices in advance before each area is closed, with clearly marked detour routes for motorists to drive around the work zones.
There will be message boards in place to notify the public for the following streets: Cowardin Avenue, Belt Boulevard and Turner Road.
The overall objective of the project is to do the following:
- The reconstruction of uneven elevations of areas on Hull Street.
- Reduce speeding and improve pedestrian safety, based on a 2020 roadway safety assessment.
- Provide safer crossing walks for all community members.
- Create on-street parking.
- Create more prominent left-turn lanes from Clopton Street to the James River Branch Trail.
- Adjust the curb cuts and ADA ramps to match the street grades, sidewalks, driveway entrances and utility constraints, according to the release.
- Improve drainage to reduce any maintenance costs.
- Relevel the street and improve the markings.
- Improve corridor appearances to support local developments.
