Multiple arrests made at illicit massage businesses in Chesterfield, police investigating

CHESTERFIELD COUNTY, Va. (WRIC) -- The Chesterfield County Police Department is continuing its investigation on illicit massage businesses. On Thursday, Sept. 26, police carried out undercover operations at two massage businesses in Chesterfield County. One was Green Massage Spa, located at 9550 Midlothian Turnpike, Unit 112, and the other was Oasis Massage, located at 13973 Raised Antler Circle. According to police, a masseuse at both locations solicited an undercover detective for illicit sexual acts for an additional cost. Police arrested 55-year-old Chunxia Ma, of Flushing, New York, at Green Massage Spa. Ruiyun Niu, 60, of Woodbriar Ridge Road, was arrested at Oasis Massage. According to police, both women were charged with keeping or residing in a bawdy place and prostitution. They were released on a summons. On Thursday, Oct. 3, Chesterfield police conducted another undercover operation at QF Massage, located at 9821 Chester Road. Three women were arrested with the following charges: 52-year-old Cuixiang "Lucy" Zhoa, of Chestertowne Road, was arrested and charged with allowing an unlicensed massage and allowing massages without a permit. According to police, Zhoa is the owner of the massage business. 52-year-old Xiaoqin Liu, of Chestertowne Road, was arrested and charged with solicitation for prostitution, keeping a bawdy place, no massage license and permit. 59-year-old Wei Xiu Luo, of Chestertowne Road, was arrested and charged with no massage license and permit. Police continue their investigation into these businesses, as well as other illicit businesses in the county.
