Virginia roads rank second in the U.S.: report

RICHMOND, Va. (WRIC) — Virginia roads have the second-best quality in the country, a recent report found.

According to a 2025 report from Zutobi, an online driving education platform, Virginia ranks second nationwide in road quality with a score of 7.14 out of 10.

The report assessed road quality in the U.S. based on three factors: the percentage of roads deemed "acceptable," the three-year change in this value and the highway fatality rate.

The Commonwealth has 83% of acceptable miles of public road, a 5.67% three-year change rate and a highway fatality rate of 1.04 per 100 million miles traveled, per the report.

According to Zutobi, states with the highest road quality score are:

  1. Georgia: 7.42/10
  2. Virginia: 7.14/10
  3. Wisconsin: 7.14/10
  4. North Dakota: 7.07/10
  5. Alabama: 6.94/10

Zutobi also ranked states with the lowest road quality score:

  1. Oklahoma: 1.57
  2. California: 2.31
  3. West Virginia: 2.99
  4. Mississippi: 3.06
  5. Rhode Island: 3.13
