Most common RVA 311 requests: What Richmonders needed help with in 2025

RICHMOND, Va. (WRIC) — 2025 was a busy year for Richmond, as it worked to address more than 200,000 non-emergency concerns from residents. From fixing sidewalks and potholes to assisting Richmonders with finance and social services, 8News took a look at some of the most common RVA 311 requests last year.

In 2025, the city received 208,216 RVA 311 requests -- a huge spike from the over 83,000 requests made in 2024, according to data from the RVA 311 portal.

More than half of the residents' concerns were addressed over the phone with Richmond's 311 call center. Call center agents successfully resolved over 116,000 concerns without having to create a request for specific departments, data showed.

The city received 3,835 requests last year regarding its RVA Stay Gap Grant Program, a housing relief program that provides financial aid to low-income households. The program offered residents a one-time assistance of $1,200 for rental or mortgage payments to qualified applicants.

The RVA Stay Gap Grant Program was temporarily paused on Jan. 16.

Excluding requests addressed over the phone, in 10th place for 2025's most-recorded 311 concerns is the city's Water Crisis Recovery Fund. The fund helped small businesses impacted by the January 2025 water crisis that left residents in Richmond and surrounding counties with little to no water for a week.

Residents made at least 15,000 311 requests each month in 2025, except November, with 12,649 requests. On average, the city responded to about 570 requests a day last year.

With a total of 19,396 requests filed, July was the busiest month in 2025, averaging about 625 requests a day. November was the least busiest month at 12,649 requests in total or about 421 requests per day.

Other popular 311 requests include repairing sidewalks or ramps, leaf vacuum service, delinquent collections, account registration support for online payments and traffic and street signs, per city data.
