Six people charged after 33-year-old Richmond man shot, killed in Henrico County in 2024

HENRICO COUNTY, Va. (WRIC) -- Six people have been charged in connection with the killing of a 33-year-old man from Richmond that occurred in Henrico County back in 2024.
On Feb. 12, 2026, the Henrico County Police Division announced that six people were charged in connection with the killing of 33-year-old Deondre Jermaine Spinks on Aug. 4, 2024.
Police said the following people were arrested and charged after indictments were issued by a Richmond multi-jurisdictional grand jury back on Sept. 24 in the case:
- Kelvin Charles, 21, of Henrico County
- Aggravated murder
- Robbery
- Two counts of use of firearm in commission of felony
- Conspire to Commit Robbery
- Melvin Josephus Waddy, 31, of Henrico County
- Aggravated murder
- Hit and run
- Conspire to commit robbery
- Antoine Lamont Smith Jr., 26, of Hopewell
- Aggravated murder
- Robbery
- Two counts of use of firearm in commission of felony
- Conspire to commit robbery
- Timel Keemon Tillman, 18, of Richmond
- Conspire to commit robbery
- Jeray Frederick Imani Jr., 18, of Henrico
- Conspire to commit robbery
- Shawn Cardell Fleming Jr., 25, of Henrico
- Conspire to commit robbery
On the day the indictments were issued, Henrico Police said Waddy, Imani, Tillman and Smith were all already incarcerated on other charges. They were all subsequently served.
Fleming was also found and served on Oct. 2, 2025, according to police.
Days later, on Oct. 12, 2025, Charles was arrested following a traffic stop. He was then served with his charges.
This comes after Henrico Police responded to the intersection of Virginia Center Parkway and Wylie Lane for the report of a shooting at 2:28 a.m. on Aug. 4, 2024.
When officers arrived, they found Spinks with a gunshot wound to the stomach.
Spinks was taken to a local hospital where he died due to his injuries.
