30-year-old arrested on three felony counts in connection to deadly Norris Bridge Road crash in Lancaster County

LANCASTER COUNTY, Va. (WRIC) -- An arrest has been made in connection to the deadly three vehicle crash on Norris Bridge in Lancaster County, Va.

The crash was initially reported back in July of 2025, after Virginia State Police (VSP) responded to a crash on Robert O. Norris Jr. Bridge in Lancaster County.

The crash left 42-year-old Chrystal Michelle Lyles of Whitestone, Va., and driver, 53-year-old Ernesto Santiago of Hampton dead at the scene.

In previous 8News coverage, the investigation showed that the Mercedes-Benz, driven by 30-year-old Jesse David Foster of Lancaster County, was heading west on Route 3 while speeding.

Woman, man die after three-vehicle crash on Norris Bridge in Lancaster County

According to state police, on the evening of Friday, Sept. 19, 30-year-old Foster of Lancaster, Va. was taken into custody and committed him to the Lancaster County Correctional Center where he is being held on the following charges:

  • Felony Aggravated DUI Manslaughter
  • Felony Aggravated DUI Manslaughter
  • Felony Reckless Driving Resulting in Death While License Suspended
  • Misdemeanor DUI, 2nd Offense within 5 Years

Foster's first court appearance is set for Sept. 26 of 2025 at 9 a.m. in Lancaster Circuit Court and is currently being held without bond, according to VSP officials.

This investigation is currently ongoing.
