RICHMOND, Va. (WRIC) -- The Richmond Police Department has identified the victim who was found dead inside a local business on Hull Street Road on Sunday as a 38-year-old Chesterfield County man. Richmond Police has identified 38-year-old James Owens of Chesterfield as the victim in the deadly Dec. 15 shooting in the 5700 block of Hull Street Road. At around 5:36 p.m. on Sunday, Dec. 15, officers were called to the area of Hull Street Road for the report of a robbery that was upgraded to a shooting.
