HANOVER COUNTY, Va. (WRIC) -- A disabled tractor-trailer is causing major delays on Interstate 95 in Hanover County. The incident was first reported around 1 p.m. on Thursday, Nov. 14, and is located on I-95 South near the Kings Dominion Boulevard exit.
