Henrico roadways to close for up to 2 years as Glenwood Farms redevelopment begins
HENRICO COUNTY, Va. (WRIC) -- Multiple Henrico County roadways will be shut down for at least a year and a half as the county begins to transform a long-neglected apartment complex into a mixed-income community.
Starting on Monday, Jan. 5, Howard Road between Byron Street and Laburnum Avenue, as well as Byron Street between Howard and Boiling roads, will be shut down for the installation of water and sewer mains that will serve the Glenwood Farms community, which is being redeveloped.
Residents of the previous Glenwood Farms apartment complex had been sounding the alarm about the poor living conditions there for years. When the county launched its rental inspection program in 2022, hundreds of housing violations were uncovered.
With the property now under new ownership, the county is spearheading a multi-million dollar redevelopment that leaders have described as a "total transformation." As of June 2025, demolition of the original building was near completion.
New roads replacing Howard Road between Byron Street and Laburnum Avenue will be part of this development, according to Henrico's Department of Public Works (DPW). The brand-new Glenwood Farms will sit between Reynolds and Bolling roads.
When construction begins, some additional, intermittent road closures will be put into place in the following areas:
- Byron Street between Bolling and Carlton roads
- Bolling Road between Byron and just past Laburnum Avenue
- Carlton Road between Harvie Road and Byron Street
Detours will be placed as needed.

Construction is expected to take between 18 months to two years to complete. County officials ask that non-local traffic avoid the area if at all possible during this time.
