Man charged with involuntary manslaughter after woman killed in January hit-and-run on Semmes Avenue
RICHMOND, Va. (WRIC) -- A 35-year-old man has been charged with involuntary manslaughter, among other charges, after a woman was killed in a hit-and-run on Semmes Avenue in Richmond's Southside in early January.
On Tuesday, Feb. 17, 35-year-old Kelvin Carr Russell was arrested without incident by officers with the Richmond Police Department. He was reportedly charged with involuntary manslaughter, felony hit and run, and reckless driving causing death.
This comes after Richmond Police officers initially responded to the 1400 block of Semmes Avenue at around 11:30 p.m. on Saturday, Jan. 3 for the report of a person hit by a vehicle.
When officers arrived, they found a woman, identified as 26-year-old Kristin Tolbert, of Richmond, down and unresponsive in the eastbound lanes of the roadway. She was pronounced dead at the scene.
The Richmond Police Department Crash Team determined that Tolbert was crossing Semmes Avenue northbound when she was hit by a vehicle heading east.
Police said the driver drove away from the scene before officers arrived.
According to officials, the Richmond Police Department's Crash Team used "several tools" to identify the vehicle, including video from traffic cameras and information from Flock automatic license plate readers.
Richmond Police also used Flock to identify the driver in the alleged hit-and-run on East Cary Street that left 23-year-old Hope Cartwright dead, which led to 41-year-old Latesha Coleman of Richmond being charged with felony hit-and-run.
After consultations throughout the investigation with the Office of the Commonwealth's Attorney, police reportedly obtained indictments for Russell.
