RICHMOND, Va. (WRIC) -- A new traffic signal at a Richmond intersection is nearly operational, with the city planning to put it in a "flash mode" for a week to allow drivers to adjust. On Wednesday, Dec. 4, the city's Department of Public Works announced that the newly installed traffic signal at Chamberlayne Avenue and Bacon Street is near completion. Over the next week -- weather permitting -- the signal will be energized and temporarily placed in "flash mode."
