Richmond leaders give major update to zoning rules with ‘Code Refresh’

RICHMOND, Va. (WRIC) — Richmond City leaders are giving residents a chance to chime in on how their neighborhoods could look in the future.

It’s all part of the city’s "Code Refresh” -- a major update to zoning rules that haven't changed in nearly 50 years.

City leaders said this overhaul is essential to reflect what residents need today -- and it could impact what kinds of businesses, housing and other developments show up around them.

Code Refresh was initiated in February 2024, after which an analysis of the existing ordinance was completed.

The current zoning in Richmond dates back to 1976, and while changes have been made, according to a webinar posted by The City, the zoning code is not aligned to “Richmond 300.”

Draft zoning maps, district regulations and pattern books were introduced at public open houses earlier this year, in February and June.

Jonathan Marcus, a former president of the West Grace Street Association, said many residents are on board with new development — but with a caveat.

"What's lost in that conversation is that the best outcome would result from collaboration between all the stakeholders,” Marcus said.

He also said the project should align with the values outlined in the Richmond 300 master plan — such as protecting historic buildings while continuing the city's growth.

"We have worked with developers and had wonderful outcomes that were mutually beneficial, and that is the path I hope that we're able to direct Code Refresh towards,” Marcus said.

The next open house will be held Nov. 17 through Nov. 20 which will have a revised draft combining all three zoning ordinance modules, and a public hearing draft ready for formal adoption.

The three modules include:

  • Module 1: Districts, Uses and Maps
    • Draft detailed zoning districts, use tables and mapping
  • Module 2: Development Standards
    • Draft building and site development standards
  • Module 3: Administration and Other Provisions
    • Draft administrative language and other items not previously presented.
