The City of Richmond requests proposals to repurpose East Main Street building for future projects

RICHMOND, Va. (WRIC) -- The City of Richmond has requested proposals to repurpose a historical building on East Main Street.

The city's Economic Development Authority (EDA) has announced its request for proposals to redevelop the Intermediate Terminal Building (ITB) located at 3101 E. Main Street.

Situated next to the Rocketts Landing area, the building was built in 1938, originally serving as a warehouse location for the storing of sugar, sand, gravel, gas, oil and other resources.

“This is a rare opportunity to shape the future of Richmond’s riverfront,” said Interim CAO Sharon Ebert. “With direct access to the James River, a vast and thriving trail network, access to multi-modal transportation, and close proximity to City economic and cultural hubs in Shockoe Bottom and Downtown, the ITB offers a unique blend of a number of our City’s most exciting attractions.”

According to a July 8 press release from the city, the proposals will be evaluated by the following criteria:

  • Overall fiscal impact
  • Benefits for the community
  • Experience of developer/business
  • Proposed use

“This site is more than just a development opportunity,” said Acting EDA Director Matt Welch. “It is a chance to create something that connects people to their environment, to enhance our outdoor recreational assets, and to fuel Richmond’s economic momentum. So we are looking for proposals that are fit for that purpose, and which keep the community and the natural landscape front of mind.”
