Two people charged with murder after 18-year-old shot, killed on I-64 in Richmond

RICHMOND, Va. (WRIC) -- Two people have been charged with murder after an 18-year-old man was shot and killed on Interstate 64 in the city of Richmond in early June 2025.

Just after 1:45 a.m. on Sunday, June 1, 2025, Virginia State Police arrived at the scene of a shooting on I-64 East just before Exit 187 in Richmond.

State police discovered that a 2016 Nissan Maxima was traveling along the road when the driver was shot.

The vehicle exited onto the ramp for I-95 and stopped on the shoulder, according to state police.

The driver, who has been identified as 18-year-old Naseem Kariem King, died due to his injuries.

There were two passengers inside the vehicle with King, but police said they were not injured.

On Friday, Jan. 2, investigators arrested 19-year-old Troy Jefferson, of Richmond. Three days later, on Monday, Jan. 5, investigators arrested 20-year-old Rahmel Tyshawn Stewart, of Richmond.

Both are facing two charges: first-degree murder and use of a firearm in the commission of a felony, according to police.

Police said the arrests happened on different dates because Stewart was incarcerated on unrelated charges at the time investigators obtained arrest warrants.

"The Virginia State Police remain committed to protecting the traveling public and ensuring accountability for acts of violence that threaten safety on Virginia’s roadways," police wrote in a release.

King's mother, Makeda King, shared the following statement with 8News:

“On behalf of me and his father and our family we our truly Thankful and appreciate everything that VSP has done to get Justice for Naseem."
