Hopewell announces new city manager after discrimination suit dismissed
HOPEWELL, Va. (WRIC) -- The city of Hopewell has selected its new city manager -- a role shrouded in controversy after Concetta Manker was fired from the role without cause, prompting her to file a racial discrimination lawsuit against the city.
Hopewell announced on Thursday, March 19, that Vincent Jones will fill the position. He currently serves as deputy county administrator for Loudoun County and formerly served as deputy administrator in Warren County and Portsmouth.
"We are very excited to have Mr. Jones join the team in Hopewell. His extensive experience and expertise will continue to move Hopewell forward," said Hopewell Mayor Johnny Partin, in a press release.
Jones will officially begin the role on Wednesday, May 13.
This appointment comes after city manager Manker and city clerk Brittani Williams were terminated from their positions without cause in May 2025.
Manker filed a $6.8 million lawsuit alleging that her firing was racially motivated and violated the city council's own rules. The suit has since been voluntary dismissed by the court.
Since then, Michael Rogers has served as the interim city manager.
