Richmond EDA continues accepting request proposals for city’s Intermediate Terminal Building

RICHMOND, Va. (WRIC) --The City of Richmond's Economic Development Authority (EDA) has announced that it continues to accept Request for Proposals (RFP) for the reuse, redevelopment and rehabilitation for its Intermediate Terminal Building (ITB).

The ITB building is located at 3101 East Main St. along the James River and the Capital Trail. The building was originally constructed in 1938 and served as a warehouse facility for storing items such as, raw sugar, sand, gravel, gas and oil, according to Richmond EDA.

"This is a rare opportunity to shape the future of Richmond's riverfront," said Richmond's Interim Chief Administration Officer, Sharon Ebert. "The ITB offers a unique blend of a number of our City's most exciting attractions."

The criteria by which the proposals will be assessed will be as follows (not in any particular order):

  • Total fiscal impact
  • Community benefits
  • Developer and business experience
  • Proposed use

Acting EDA Director of Richmond Matt Welch, stated that the site is more than just a development opportunity.

"It is a chance to create something that connects people to their environment, to enhance our outdoor recreational assets, and to fuel Richmond’s economic momentum," Welch said.

According to Welch, the city is looking for proposals that are fit for the purposes listed above and that keep the community and natural landscape front of mind.

Responses to respondent questions posted by the EDA are due Thursday, Aug. 14, at 3 p.m., and submissions are due Aug.28.
