According to the Department of Public Utilities Richmond saw the highest citation issuances in 2024

RICHMOND, Va. (WRIC) -- Data from the Virginia Department of Public Utilities (DPU) shows that in fiscal year 2024, Richmond saw the highest number of contractor issued tickets since fiscal year 2005.

In 2024 Richmond issued 128,756 standard issued citations and saw $5.2 million dollars in standard issued citations-- the highest amount since 2019 which saw$5.3 million in citations.

According to spreadsheet data 8News obtained from DPU, fiscal year 2023 also saw almost $5 million in contractor issued citations, the third highest next to fiscal year 2019 and 2024.

In addition, fiscal year 2023 the average amount of RPD issued citations was $616.76, which is down from an average of $1,028.57 in 2019.

Richmond distributes thousands of tickets and tows several vehicles monthly, and often leaves residents frustrated and wondering why citation and ticket costs continue to climb.

According to data from the 2024 fiscal year, the Richmond Police Department (RPD) issued a total of 11,444 citations and saw $875,820 in citations which is the highest amount to date.

In a recent 2025 budget ordinance, it reveals prices on tickets have increased in certain areas in the River city.

According to the budget ordinance, monthly rates and discounts for parking facilities operated by the city increased in areas like 5th and Marshall Street Garage from $115 to $120.

Special event and night rates would see an increase from $5 to $12, however, 10% monthly discounts for accounts with 50 or more space would apply to the Marshall Street Garage.

There are varying price increases for different garages and parking facilities throughout the commonwealth.

While South Crenshaw Street Garage and South Colonial Street Garage will see an increased daily rate of $20 from 7 a.m. to 6 p.m. 901 East Canal Street Garage will see monthly unreserved rates increase by $5.

Fines for certain parking violations such as, "when a person voluntarily waives the right to appear and be formally tried for the offense charged," will increase from $25 to $30 according to the city budget ordinance.
