Former doctor faces sexual assault charges after alleged incident at Richmond hospital

RICHMOND, Va. (WRIC) -- A former doctor is facing sexual assault charges after a woman recently reported an alleged incident that occurred earlier in August.
On Sunday, Aug. 10, 83-year-old Frank Ramsey was arrested and charged with assault and battery and object sexual penetration by force in relation to an alleged sexual assault that occurred on Wednesday, Aug. 6, at Chippenham Hospital in Richmond.
According to court documents, on Aug. 6, a woman said she was sexually assaulted by a known man at Chippenham Hospital -- whom police identified as Ramsey. Police emphasized in court records that this was done "without the consent of the victim and within the city limits of Richmond, Virginia."
A spokesperson with Patient First confirmed Ramsey was immediately put on administrative leave as soon as the news broke. He had only been with Patient First for less than a month before the alleged Aug. 6 incident, starting as a part-time provider in mid-July of 2025.
"This matter involves conduct alleged to have occurred outside of the work environment," a spokesperson with Patient First said. "Dr. Ramsey has worked for Patient First for a short time, having started working as a part-time physician in mid-July 2025, and is currently on administrative leave."
An HCA Healthcare spokesperson said Ramsey was not an employee of Chippenham Hospital at the time of the alleged incident.
According to the spokesperson, "he did not have medical privileges at our hospital but was on the property as a visitor to a patient."
"Dr. Ramsey was formerly a contract provider for TeamHealth, a vendor for emergency department services at several local Richmond hospitals," a spokesperson with HCA Healthcare said. "We are thankful for law enforcement’s efforts in the investigation."
A bond hearing was held in Richmond's Manchester General District Court on Thursday, Aug. 14. According to court officials, Ramsey was granted a $2,500 personal recognizance bond.
Ramsey is being held at Richmond Justice Center, and his next court appearance is scheduled for Thursday, Sept. 11.
