‘Don’t think we had a choice’: King William official resigns due to what the county calls a ‘personnel issue’

KING WILLIAM COUNTY, Va. (WRIC) -- A King William official has resigned after nearly a year, with one county board supervisor saying that "they don't think [they] had a choice" when accepting her resignation.

During the county's Board of Supervisors meeting on Friday, June 13, all supervisors unanimously voted in favor of accepting county administrator Stacey T. Davenport's resignation, due to what the county called a "personnel issue."

As a result, they moved forward with the appointment of the interim county administrator, following a meeting where Davenport officially submitted her resignation to the board, which occurred the day before, on Thursday, June 12.

The Board of Supervisors appointed Clarence Monday as the interim county administrator, effective immediately.

"There was a meeting that was conducted yesterday -- a conversation -- and ultimately, Mrs. Davenport to myself and vice chair Robinson, [resigned] effectively immediately," said Justin Catlett, the current board chair of the third district. "It is with the clauses of the contract that were in place surrounding resignations."

However, the Board of Supervisors will extend to Davenport the waiver of the notice period, which is three months.

"I don't think we had a choice," William L. Hodges of the 1st District of West Point, said.

Catlett said that this resignation may go into the following fiscal year, but all of her belongings and equipment have been returned and wiped for reuse.

"Because the resignation is a personnel issue, the Board of Supervisors is unable to provide any further details," the county said.

According to the county, Monday is an executive manager at the Berkeley Group and served as the interim town manager for the town of Appomattox from January 2017 to July 2017. Monday also served in various administration and managerial roles from 2007 to 2012, including Pittsylvania County, Amherst County and City of Martinsville.

Monday reportedly holds both a bachelor's degree and a master's degree in Business Administration with a concentration in Public Administration from Old Dominion University.

The county said Monday is a member of the Virginia Local Government Management Association (VLGMA).

In addition to Davenport's resignation, they continued their motion to discuss terminating the current county attorney's contract "without cause."
